行政院勞委會與教育部、德國經濟辦事處合作推動的「台德精英計劃」今年邁入第四年，漸獲產學界認同，台灣戴姆勒克萊斯勒（賓士汽車）特別投資新台幣二千萬元設立職訓中心，從德國引進設備，勞委會主委李應元今天也應邀為職訓中心剪綵。

　　勞委會職訓局調查發現，台灣失業族群中，青少年失業率居各年齡層之首，以今年一到七月為例，青少年平均失業率達百分之十點零一。

　　為促進青少年就業及提升人力素質、落實技職教育及職業訓練合流，勞委會從二００三年起，與教育部、德國經濟辦事處合作推動「職業訓練與職業教育菁英計畫」（簡稱台德菁英計畫），特引進德國「雙軌制」（ Dual System ）訓練模式，三年為一培訓期，包含每週二天學科理論教育、每週三天工作實務訓練。

　　勞委會說，「台德菁英計畫」第一屆畢業訓練生，共有二百四十八位訓練生完成三年的工作訓練及學科教育，就業率為百分之八十一點四五，打破畢業即是失業的說法。

　　台德菁英計劃開設的課程已從二專課程，向下延伸至高職，向上擴展至二技；合作的單位也從最初的十家合作學校與三十六家事業單位，擴增為二十五家合作學校與一百零八家事業單位，其中不乏知名企業，例如 : 台灣戴姆勒克萊斯勒、福朋喜來登飯店、台中金典酒店、中華機械、和大工業、宏達電子、統一超商等；合作的學校有北台灣科學技術學院、德霖技術學院、國立台中技術學院、國立勤益技術學院、南亞技術學院等。

　　值得一提的是，接受台德菁英計劃訓練的學生，在受訓期滿通過學校以及德國方面測驗後，除取得學校文憑外，德國工商總會也會頒發專業認證，可獲包括德國等歐盟或全球共有八十八個國家採認，在現今國際化的趨勢中，台德菁英計劃此證照可被視為具國際水準技能的憑證。 　　　　　　　　　　　　　　　　　　　　　　　　　（中央社記者汪淑芬台北三日電）
