WHO Calls for Action to Cut Tobacco-Related Deaths

　　The World Health Organization report finds only five percent of the world's population live in countries that fully protect their residents from smoking hazards. It says that governments around the world collect more than $200 billion in tobacco taxes every year, but spend less than one fifth of one percent of that money on tobacco control.

　　The director of the WHO Tobacco Free Initiative, Douglas Bettcher, tells VOA unless greater efforts are made to reduce tobacco consumption, the world is in for a public health crisis of immense proportions.

　　 "It is estimated that up to 100 million lives were lost to tobacco-related deaths in the last century," he said. "And, if present trends continue, up to one billion lives could be lost in this century. We are predicting that the current 5.4 million deaths due to tobacco consumption in this year will increase to eight million in 2030. And, if those relentless trends continue, we can see a catastrophic toll."

　　 The report says about 80 percent of the deaths are expected to occur in poor countries. It warns that the shift of the tobacco epidemic to the developing world will lead to unprecedented levels of disease and early death in countries where healthcare services are least available.

　　 Dr. Bettcher says many lives can be saved if governments adopt tobacco control policies. He says there is evidence the WHO six-point plan of action will reduce tobacco use and deaths if implemented. He says one of the most effective strategies is for governments to protect people from tobacco smoke.

　　 "We have to globalize this new wave of banning smoke in all work places and public places," Dr. Bettcher said. "A halfway house is no good. To protect lives, to save lives we have got to ban the way that Uruguay, U.K. and Ireland have done recently... We must ban and we must enforce 100 percent advertising, promotion and sponsorship ban. Finally, one of the most cost-effective interventions to reduce consumption is raising taxes on tobacco."

　　Dr. Bettcher says it is also important to set up support groups to help smokers quit. He says four-fifths of all smokers want help, but in most cases, help is not available.

　　According to the report, nearly two thirds of the world's smokers live in 10 countries, with China accounting for nearly 30 percent and India for about 10 percent of all smokers. Heavy tobacco use also occurs in Indonesia, Russia, the United States, Japan, Brazil, Bangladesh, Germany, and Turkey.

Transportation Options in Taiwan

　　Different people have different perceptions when seeing the same thing or faced with the same situation. This is same for visitors coming to Taiwan. Where one sees the hustle and bustle of Taipei as an excitingly adventurous thing, another might find it disconcerting and annoying. Therefore a visitor writing about how visitors see Taiwan is not as an easy task – or perhaps it is just that I think too much.

　　First, notice that I use the word ‘visitor’ instead of ‘foreigner,’ ‘guest worker,’ or ‘tourist.’ There is a good reason for this. Words often have many different connotations and using the wrong word can give the wrong impression. I believe (or I have been told) that when Taiwanese use the word ‘foreigner’ many times it implies a Westerner more than any other person. Well I see the word as all inclusive – any person who isn’t a Taiwanese citizen is a foreigner (of course this definition may become problematic when discussing permanent residents or even long term residents from other countries). The phrase ‘guest worker’ for many implies more of a migrant worker with a very limited contract and special working status while a ‘tourist’ generally implies someone visiting for less than a month or two and who will focus more on seeing the sights than on trying to understand a bit of the culture.

　　 The first thing, I think visitors are confronted with when they arrive in Taipei is the traffic – the sheer number of people and vehicles traversing the roads. Motor scooters weave in and out of traffic in what Americans and Canadians would (or at least should) consider to be very dangerous maneuvers. Taxicabs honk their horns to attract potential customers then at the slightest hand gesture swerve to the curb in a seemingly oblivious fashion. I have been told there are a great number of traffic accidents in Taiwan, yet have witnessed relatively few of these. I do know of quite a few long term visitors who refuse to ride a motor scooter yet I do not harbor this fear. I think the secret to riding a motor scooter in Taiwan is to adapt to the local customs sans some of the more dangerous ones. For me, this means paying more attention to what is in front of you than what is behind you. Now many of my Taiwanese friends are slightly offended when I suggest this is the local custom yet I mean no offense. I am merely suggesting this is how I perceive driving to be in Taiwan. I have actually seen scores of scooters without rearview mirrors. Another helpful suggestion is to maneuver slowly when making a turn. Fast maneuvers oftentimes result in accidents since the vehicle behind you is normally traveling too fast to stop quickly.

　　In Taipei, another fascinating mode of transportation for most visitors is the MRT (Metropolitan Rapid Transit). Coming from a small town in the United States with no mass transit system (yes, this means no buses either), I find the MRT to be very easy to use and quite convenient when I go to Taipei. In 2000, during a brief visit to Taiwan, I bought a pass and used the MRT to explore Taipei. Using a tourist map, I was able to find almost every major attraction in the city without an escort. I think the MRT has got to be one of the most favorite amenities Taipei has to offer its visitors. Soon I believe Kaohsiung will have its own MRT system and I can’t wait to explore the city using it.

　　Although I have a motor scooter, I have never considered trying to drive a car in Taiwan. I think the streets are too crowded and the traffic too hazardous. But I do know of some long term visitors who do drive cars in Taiwan. Personally, I think cars depreciate too quickly in value and are too expensive (in any country) to maintain. Actually in the U.S., if I had been given a choice, I would have preferred not to have a car for local transportation but unfortunately outside the major cities there isn’t really that much of a choice. So for me, I find living in Taiwan has given me the added benefit of using ‘alternative’ transportation.

　　Another major form of personal transportation is the bicycle. Again, this is another one that I consider to be too dangerous for me but many people enjoy getting around by bicycle. I think part of my prejudice against bicycles might be my age and my perceived lack of excellent balance. I am afraid I will stop at a light and then tip over or something like this.

　　Traveling between cities, Taiwan’s many major bus companies offer excellent choices for visitors. In North America, most of these options have ceased to exist. I believe there are still a couple of bus companies operating in the U.S. and Canada but not as many as before. I was pleasantly surprised when I came to Taiwan and found that I could take an overnight bus from Taipei to Kaohsiung at a very reasonable price on short notice. And finally, Taiwan now has the HSR (High Speed Rail).

　　This new railway system has made traveling between the major cities even more convenient and quick although some believe it is a little pricey.

　　So all in all, I think most visitors to Taiwan appreciate the advanced transportation system and the ease in which we can travel around.

【台灣的交通方式】
-本文大意-

　　不同的人看待事情不盡相同。就如同前來台灣觀光的遊客，對於台北的熙熙攘攘，有人覺得刺激，有人覺得心煩。因此，要描寫觀光客眼中的台灣並不是件容易的事 — 不過，也許是我想太多了。

　　首先，留意我用的是’visitor’(「觀光客」)這個字，而不是’foreigner’ (「外國人」)、’guest worker’ (「外勞」)、’tourist’ (「遊客」)這幾個字。字通常有許多不同涵義，用字不當會造成錯誤想法。我相信(有人也曾告訴我)，台灣人用’foreigner’(「外國人」)這個字，多半是指西方人。而我卻認為’foreigner’泛指任何不是台灣人的「外國人」 (當然，當指涉永久居住或長期居住的外籍人士時，這定義或許就有問題)。’guest worker’ 大部份是指與人簽訂有限期限工作契約、具特殊工作身份的流動工作者；’tourist’一般是指參觀景點不到一、兩個月的「遊客」，其主要目的在於參觀景點而不是了解當地文化。

　　觀光客到台北首先會遇到的是交通問題—許多行人和車輛穿梭馬路。機車騎士穿梭車陣，這對美加人而言是相當危險的動作。計程車為了吸引顧客，會按喇叭和出其不意的轉靠路邊。雖然曾聽過台灣有很多車禍，但很少親眼目睹過。

　　在台北，另一個吸引觀光客的交通工具便是「捷運」(MRT, Metropolitan Rapid Transit)。只要有本導覽地圖，就能獨自發掘台北的主要景點。

　　所以，雖然我有機車，但我從未考慮在台灣開車，因為在這兒，街道擁擠，交通狀況很令人害怕。

　　另一個同樣令我覺得危險的交通工具就是腳踏車。我想，我之所以會對腳踏車有偏見可能是因為我的年齡和平衡感明顯不足。

　　在台灣，多元化的公車路線提供在台灣旅行的觀光客很棒的選擇。在北美，這情形已不復存在。當來台灣時，我很驚喜僅需花費短時間、合理價格就能搭夜車從台北到高雄。

　　最後要介紹的是，台灣現在已有高鐵(HSR, High Speed Rail)。這個新的鐵路系統，雖然有人認為有點貴，但讓人們往返大城市之間更為便利快速。

　　總而言之，大多來台灣觀光的人都喜歡台灣先進的交通系統和其帶來的旅行便利。

從其中一句 ”We don't need a finish line” 更可看出這種「不求天長地久，只想曾經擁有」的愛情觀。Finish line是賽跑的終點線，也是所有參賽的人追求的目標；可是歌者卻唱出我們的愛情不需要終點線，也就是說我們的愛情不一定非有結果不可。話雖如此，愛人不在身邊，心中總有止不住的思念懷想：
I've never been the one to open up 我從不輕易打開心門 But you've always been the voice within 但你就像一絲清音 The only one from my cold heart 迴盪在我冷冷心扉

　　 __1__ one legend, in the sixth century B.C. the Jade Emperor invited all the animals in creation to a race. Only twelve showed up: the Rat, Ox, Tiger, Rabbit, Dragon, Snake, Horse, Lamb, Monkey, Rooster, Dog, and Pig, and according to their places in the race, the Jade Emperor had given them each a number __2__ with the Rat, __3__ was the winner of the race.

　　 Many legends arose from the Race of the Chinese Zodiacs. One told of the reason __4__ cats and rats shall always be enemies. The rat and the cat (at the time good friends) were poor swimmers, so they asked the ox if they could stay __5__ his head to cross the river. Along the way the rat pushed the cat off of the ox's back. And the cat, incapable __6__ swimming, lagged behind. The rat stayed until the ox was almost at the finish line. And __7__ the ox was about to cross it, the rat jumped from the ox's head and became first place. And the cat and rat have been enemies ever since.
